About Richard

Richard maintains a diverse practice rooted in navigating governmental processes – from towns, counties, and special districts to state and federal agencies and legislative branches. Prior to law school, Richard spent his twenties as a lobbyist on federal public lands issues in Washington, D.C. where he developed a keen understanding of the rhythm of government, the political dimensions of decisionmaking, and the importance of personal relationships in accomplishing your goals.

During and after law school Richard worked on infrastructure projects and environmental permitting while also getting a taste for the variety of legal issues municipal lawyers encounter on a daily basis. Since joining Karp Neu Hanlon, Richard has developed a deep understanding of the wide array of municipal and local government issues including: land use, inclusionary housing, public finance, infrastructure development, eminent domain, open records, First Amendment, contracting and solicitation, and elections.

Drawing on his years in D.C., Richard has maintained an environmental and federal lands practice representing local governments, nonprofits, and private individuals before the Bureau of Land Management and the Forest Service. And given Richard’s love of open spaces, he gladly assists property owners who wish to preserve their properties through conservation easements.

Outside of work, Richard is usually found with his wife, kids, and dogs on their raft, nordic skiing, biking, or playing piano.
